To provide support to develop new knowledge about ways to improve the prevention and/or treatment of substance abuse and/or mental illness, and to work with State and local governments as well as providers, families, and consumers to apply that knowledge effectively in everyday practice. Outcome measures are the heart and core of the KD&A program. KD&As do not provide operating funds for service programs, except as required by the knowledge development activity.
Provides financial assistance to non-profit and for-profit organizations to conduct research and demonstration projects as well as training programs to develop a comprehensive and integrated approach to injury control. These projects will integrate aspects of the disciplines of engineering, public health, behavioral sciences, medicine, and others in order to prevent and control injuries.

To support clinical evaluation of various methods of therapy and/or prevention in specific disease areas. These represent cooperative programs between sponsoring institutions and participating principal investigators, and are usually conducted under established protocols.

The project should be capable of making conclusions which are generalizable to other sites.
