The United States (US) has re-instituted smallpox vaccinations to prepare for an intentional release of the smallpox virus into the civilian population. In an outbreak, people of all ages will be vaccinated. To prepare for the impact of large-scale ring and mass vaccinations, we conducted a systematic review of the complication and mortality risks of smallpox vaccination. We summarized these risks for post-vaccinial encephalitis, vaccinia necrosum (progressive vaccinia), eczema vaccinatum, generalized vaccinia, and accidental infection (inadvertant autoinoculation).

The oral polio vaccine (OPV) AIDS hypothesis states that the AIDS pandemic originated from live polio vaccines prepared in chimpanzee tissue cultures, accidentally contaminated with SIV virus and then administered to up to one million Africans between 1957 and 1960 in experimental mass vaccination campaigns.

Abstract


Although mass vaccination programs have resulted in the eradication of a number of human infectious diseases, vaccine contamination has been a persistent concern. In particular, it is now known that the early polio vaccines were contaminated with at least one monkey virus, SV40. The transfer of monkey viruses to man via contaminated vaccines (human to human etc.) is particularly relevant to the acquired immunodeficiency syndrome (AIDS), since the causative agent of AIDS, human immunodeficiency virus (HIV), is thought to be derived from a simian single human precursor virus. Furthermore, human infection with this virus appears to be a relatively recent event. We hypothesize that the AIDS pandemic may have originated with a contaminated polio vaccine that was administered to inhabitants of Equatorial Africa from 1957 to 1959. The mechanism of evolution of HIV from this vaccine remains to be determined.

But first, let's flash back to the late 19th century – 1897 to be exact. A scientist from Odessa, Russia, Waldemar Haffkine, developed a vaccine for plague. He was hailed as the "Jewish Jenner" (a shout-out to Edward Jenner, inventor of the smallpox vaccinein 1796).

Once Haffkine's vaccine was put into use in British India, discussions started about asking for proof of vaccination in certain circumstances, according to Sanjoy Bhattacharya, a professor of history at the University of York in the U.K. and director of the WHO Collaborating Center for Global Heath Histories.

One area of concern: Hindu and Muslim pilgrimage sites, which, due to population density, were considered spaces where outbreaks of plague could get out of control.

A good example, says Bhattacharya, was the annual pilgrimage to the town of Pandharpur in the colonial Bombay province. Authorities decided to make proof of vaccination compulsory for pilgrims but only after detailed, annual negotiations between government, the railway companies, the hospitality industry, pilgrims' representative and temple authorities.
